The Milken Institute, an independent economic think tank, has released it’s 2008 State Technology and Science Index which shows Texas ranks #20 in the nation following Vermont and North Carolina, Massachusetts, Maryland, Colorado and California took the top 4 spots. Mississippi ranked last.
